Hawaii regulators approve $1.94 million rate increase for California Water Service
The Hawaii Public Utilities Commission adopted a settlement for the Kapalua water and wastewater systems. Water gets about 76% of the approved increase, as calculated by Trend & Ticker, with new rates taking effect in October 2026.
California Water Service Group (CWT) said on 15 October 2026 that the Hawaii Public Utilities Commission has adopted a settlement in a general rate case for Hawaii Water Service's Kapalua water and wastewater systems. The company's release, dated the same day from Waikoloa, Hawaii, puts the approved annual revenue increase at about $1.94 million. The company says the increase pays for system investments and higher operating and purchased water costs.
The split is uneven. The water system receives nearly $1.47 million of the increase and the wastewater system more than $469,000. As calculated by Trend & Ticker, water accounts for about 76% of the approved amount and wastewater for about 24%. The release says the new rates take effect this month.
The release ties the case to spending already made. It cites $5.86 million in recognized capital improvements and about $1.7 million a year for purchased water. It does not state the amount the utility requested, so the gap between the request and the approved figure cannot be measured from the release.
Marty Kropelnicki, chairman and chief executive, said in the release that since buying the Kapalua systems, "we have invested strategically to allow us to provide safe and reliable water and wastewater services." The settlement was reached between Hawaii Water and the Consumer Advocate, according to the release.
As calculated by Trend & Ticker, the recognized capital improvements equal about three times the approved annual increase. That ratio sets two company figures side by side. It does not show a return on the spending, and the release does not give a customer count for the Kapalua systems.
Company-wide, the release says the business serves more than 2.2 million people across five states. Kapalua is a small share of that base. The release gives no exact day for the new rates, only the month of October 2026, so the first higher bills have no confirmed date. Rate cases set the revenue a utility can collect, which makes the approved figure the number that shapes future bills.
