The Four Categories of Plastic Packaging
The Plastic Waste Management Rules classify plastic packaging into four categories that are used by producers, importers, and brand owners. The first real step is to know where your product sits:

Category I - rigid plastic packaging
Category II—flexible plastic packaging, single layer or multilayer, used to package one type of product
Category III – multi-layered packaging consisting of plastic and a non-plastic layer (such as paper or foil)
Category IV – plastic sheets, covers, and carry bags, including compostable plastic carry bags
The category establishes your recycling and end-of-life disposal obligations. So, getting packaging wrong at the beginning generally leads to target mismatches down the road.

Who Has to Register
Producers, importers, and brand owners (PIBOs) and plastic waste processors, including recyclers, co-processors, and waste-to-energy units, will have to register for EPR through the Central Pollution Control Board’s dedicated portal. And that’s true whether the plastic packaging is made in the U.S. or imported.
